The Civil Rights Act of 1964 (Enacted July 2, 1964) was a landmark
piece of legislation in the United States that
outlawed major forms of discrimination against racial, ethnic, national and
religious minorities, and women. It
ended unequal application of voter registration requirements and racial segregation in schools, at the workplace
and by facilities that served the general public ("public accommodations").
Powers given to enforce the act were initially weak, but were supplemented
during later years. Congress asserted its authority to legislate under several
different parts of the United States Constitution, principally its power
to regulate interstate commerce under Article One (section 8), its duty to guarantee
all citizens equal protection of the laws under the Fourteenth Amendment and its duty to protect
voting rights under the Fifteenth Amendment. The Act was signed into law by President Lyndon B. Johnson, who would later sign the
landmark Voting Rights Act into law.

ADDRESSING POLICE MISCONDUCT
LAWS ENFORCED BY THE UNITED STATES DEPARTMENT OF JUSTICE
The vast majority of the law enforcement officers in this country perform
their very difficult jobs with respect for their communities and in compliance
with the law. Even so, there are incidents in which this is not the case. This
document outlines the laws enforced by the United States Department of Justice
(DOJ) that address police misconduct and explains how you can file a complaint
with DOJ if you believe that your rights have been violated.
Federal laws that address police misconduct include both criminal and civil
statutes. These laws cover the actions of State, county, and local officers,
including those who work in prisons and jails. In addition, several laws also
apply to Federal law enforcement officers. The laws protect all persons in the
United States (citizens and non-citizens).
Each law DOJ enforces is briefly discussed below. In DOJ investigations,
whether criminal or civil, the person whose rights have been reportedly
violated is referred to as a victim and often is an important witness. DOJ
generally will inform the victim of the results of the investigation, but we do
not act as the victim's lawyer and cannot give legal advice as a private
attorney could.
The various offices within DOJ that are responsible for enforcing the laws
discussed in this document coordinate their investigation and enforcement
efforts where appropriate. For example, a complaint received by one office may
be referred to another if necessary to address the allegations. In addition,
more than one office may investigate the same complaint if the allegations
raise issues covered by more than one statute.
What is the difference between criminal and civil
cases?
Criminal and civil laws are different. Criminal cases usually are
investigated and handled separately from civil cases, even if they concern the
same incident. In a criminal case, DOJ brings a case against the accused
person; in a civil case, DOJ brings the case (either through litigation or an
administrative investigation) against a governmental authority or law
enforcement agency. In a criminal case, the evidence must establish proof
"beyond a reasonable doubt," while in civil cases the proof need only satisfy
the lower standard of a "preponderance of the evidence." Finally, in criminal
cases, DOJ seeks to punish a wrongdoer for past misconduct through imprisonment
or other sanction. In civil cases, DOJ seeks to correct a law enforcement
agency's policies and practices that fostered the misconduct and, where
appropriate, may require individual relief for the victim(s).

Federal Criminal Enforcement
It is a crime for one or more persons acting under color of law willfully to
deprive or conspire to deprive another person of any right protected by the
Constitution or laws of the United States. (18 U.S.C. §§ 241, 242). "Color of
law" simply means that the person doing the act is using power given to him or
her by a governmental agency (local, State, or Federal). A law enforcement
officer acts "under color of law" even if he or she is exceeding his or her
rightful power. The types of law enforcement misconduct covered by these laws
include excessive force, sexual assault, intentional false arrests, or the
intentional fabrication of evidence resulting in a loss of liberty to another.
Enforcement of these provisions does not require that any racial,
religious, or other discriminatory motive existed.
What remedies are available under these laws?
Violations of these laws are punishable by fine and/or imprisonment. There is
no private right of action under these statutes; in other words, these are not
the legal provisions under which you would file a lawsuit on your own.

Federal Civil Enforcement
"Police Misconduct Provision"
This law makes it unlawful for State or local law enforcement
officers to engage in a pattern or practice of conduct that deprives persons of
rights protected by the Constitution or laws of the United States. (42 U.S.C. §
14141). The types of conduct covered by this law can include, among other
things, excessive force, discriminatory harassment, false arrests, coercive
sexual conduct, and unlawful stops, searches or arrests. In order to be covered
by this law, the misconduct must constitute a "pattern or practice" -- it may
not simply be an isolated incident. The DOJ must be able to show in court that
the agency has an unlawful policy or that the incidents constituted a pattern
of unlawful conduct. However, unlike the other civil laws discussed below, DOJ
does not have to show that discrimination has occurred in order to prove a
pattern or practice of misconduct.
What remedies are available under this law?
The remedies available under this law do not provide for
individual monetary relief for the victims of the misconduct. Rather, they
provide for injunctive relief, such as orders to end the misconduct and changes
in the agency's policies and procedures that resulted in or allowed the misconduct. There is no private right of action under this law; only D.O.J. may file suit for violations of the Police Misconduct Provision.
Title VI of the Civil Rights Act of 1964
and the "OJP Program Statute"
Together, these laws prohibit discrimination on the basis of race, color,
national origin, sex, and religion by State and local law enforcement agencies
that receive financial assistance from the Department of Justice. (42 U.S.C. §
2000d, et seq. and 42 U.S.C. § 3789d(c)). Currently, most persons are
served by a law enforcement agency that receives DOJ funds. These laws prohibit
both individual instances and patterns or practices of discriminatory
misconduct, i.e., treating a person differently because of race, color,
national origin, sex, or religion. The misconduct covered by Title VI and the
OJP (Office of Justice Programs) Program Statute includes, for example,
harassment or use of racial slurs, unjustified arrests, discriminatory traffic
stops, coercive sexual conduct, retaliation for filing a complaint with DOJ or
participating in the investigation, use of excessive force, or refusal by the
agency to respond to complaints alleging discriminatory treatment by its
officers.
What remedies are available under these laws?
D.O.J. may seek changes in the policies and procedures of the
agency to remedy violations of these laws and, if appropriate, also seek
individual remedial relief for the victim(s). Individuals also have a private
right of action under Title VI and under the OJP Program Statute; in other
words, you may file a lawsuit yourself under these laws. However, you must
first exhaust your administrative remedies by filing a complaint with DOJ if
you wish to file in Federal Court under the O.J.P. Program Statute.
Title II of the Americans with
Disabilities Act of 1990
and Section 504 of the Rehabilitation Act of 1973.
The Americans with Disabilities Act (ADA) and Section 504 prohibit
discrimination against individuals with disabilities on the basis of
disability. (42 U.S.C. § 12131, et seq. and 29 U.S.C. § 794).
These laws protect all people with disabilities in the United States. An
individual is considered to have a "disability" if he or she has a physical or
mental impairment that substantially limits one or more major life activities,
has a record of such an impairment, or is regarded as having such an impairment.
The ADA prohibits discrimination on the basis of disability in all State and
local government programs, services, and activities regardless of whether they
receive DOJ financial assistance; it also protects people who are discriminated
against because of their association with a person with a disability. Section
504 prohibits discrimination by State and local law enforcement agencies that
receive financial assistance from DOJ. Section 504 also prohibits
discrimination in programs and activities conducted by Federal agencies,
including law enforcement agencies.
These laws prohibit discriminatory treatment, including misconduct, on the
basis of disability in virtually all law enforcement services and activities.
These activities include, among others, interrogating witnesses, providing
emergency services, enforcing laws, addressing citizen complaints, and
arresting, booking, and holding suspects. These laws also prohibit retaliation
for filing a complaint with DOJ or participating in the
investigation.
What remedies are available under these laws?
If appropriate, DOJ may seek individual relief for the victim(s), in addition
to changes in the policies and procedures of the law enforcement agency.
Individuals have a private right of action under both the ADA and Section 504;
you may file a private lawsuit for violations of these statutes. There is no
requirement that you exhaust your administrative remedies by filing a complaint
with DOJ first.

WELL, AS YOU CAN SEE FROM THE (4) PHOTOS ABOVE., THERE ARE LETTERS THAT SHOW A CASE OF (POLICE MISCONDUCT!) OF THE POLICE OFFICER DISCRIMINATING ME, & VIOLATING MY (CIVIL RIGHTS!) AS A U.S. CITIZEN OF THE UNITED STATES OF AMERICA. DOWN BELOW, I WILL GIVE A DESCRIPTION OF THE UNFORTUNATE INCIDENT THAT OCCURED ON THAT DAY, THAT LED ME TO FILE A COMPLAINT AGAINST THE LAS VEGAS METROPOLITAN POLICE DEPARTMENT., OF LAS VEGAS, NEVADA. THRU THE CITIZENS REVIEW BOARD. & THE U.S. DEPT. OF JUSTICE. AND THE FACT IS THAT I HAVE (NOT) GOTTON ANY JUSTICE FROM THE UNITED STATES DEPARTMENT OF JUSTICE / OFFICE OF JUSTICE PROGRAMS.

On an early, Friday Morning, around 9:20 am. A (Supposed) "Good-Friday." (Pagan) Worldy Holiday, that fell on April 2nd. 2010. And I was just taking a simple walk to the Post Office, with the actual letter in my hands that I was going to mail. I was looking decent, neat, & clean cut. I had on a pair of nice decent green cargo pants, & a matching green knit shirt, & some black Skechers shoes on. I didn't look like no Thug, or a Ghetto Hood Rat! Or, no Drug Dealer either. I didn't bring any unecessary attention to myself. I had/have, the same Old-School, or Military Style, Hair Cut Fade. Basicly the same type of hair cut you see me with in the photos I have uploaded of myself on here. No Dreadlocks! & No Gold Teeth! & No tattoos! And as I walked down the street in my own damn neighborhood, on a clear, & nice Weathered Day / Morning. And out of no where, I was suddenly (Bum-Rushed!) or darn near (Ambushed.) By a possibly Crooked Police Officer, who rolled up on me with his bright shining blue & red strobe lights blinking., And he immediately stopped his car, & jumped out of it, telling me;
Hey You!, Come Over Here! Now!
& I was like, what the hell is going on here now. The way the cop speed up to me, & jumped out of his patrol car coming at me, seemed like, or was as if, someone had "Robbed a Bank or something!" Or, I thought, that maybe somebody committed a very serious crime, & the police thought that I was the one who did it. And I had just left the house after I woke up, & took a quick shower, heading out the door to go to the post office.
Then, after the officer told me to come and put my hands on the hood of his patrol car, I then proceeded to do it, & as I got my hands on his car's engine hood, he then said to me;
Do You Have Any Narcotics, Weapons, Or Any ILLegal Objects On Your Body!
I said NO WAY! And then he said;
I Have To Search You Anyway To See For Myself!
I was like, damn what the heck is this about, & he wouldn't tell me anything. And he just began to start searching me all over, I felt so damn violated! I was "Angry & Worried!" All at the same time. Because I was wondering to myself, in my mind, while he was going through all my pockets, what really happened, that got me in this very unfortunate situation, & if I'm going to go to jail for something that I didn't do, & that I didn't even know anything about, that could have happened.
Then, he actually said;
Do You Have Any Pockets In Your Under Clothes!
I said, NO! And I don't believe I would have told him yes, just in case if I did have inside pockets attached to my underwear. I damn sure as hell didn't want him to make me get damn near naked out in the damn neighborhood street! So after he decided to go through my wallet, & pull out all my credit cards, drivers license, money, & business cards. Then he looked at the letter in my hands that I put on the hood of his patrol car, & saw that my story was legit, & that I did (NOT) have NO ILLEGAL Drugs, Or Weapons, or anything wrong or bad on me. Then, it seemed that he immediately lost interest in me., And he looked at my license, & saw that I was much older than he thought, so then after he saw that I was clean, with nothing out of place on my body. Then he pretended to take my license to his car's computer, as if he was going to run the data,. Then he said;
The Reason Why I Stopped You, Is Because You Was Not Walking Directly On The Side Walk!
I said, ( WHAT ! ) You Gotta Be Friggin Kidding Me! I went on to say, You Mean, I went Through All Of That Searching Crap, Just Because I Didn't Walk Directly On The Damn Side Walk Man! Even Though, I Walked Next To It, Since Many Parts Have Cracks In It. And which is how I spranged my ankle before, when I was jogging one day. But anyway, then I said, but still, you put me thru all that "Torment," because of that??? & This is suppose to be Vegas? then he said;
You'll Find That We Do Things Different Here! In Las Vegas!
I said, well I'm from the Deep South! where there is much Racism & Racial Profiling! But I have never, ever, gone thru this back home dealing with any police officer! And down South, we got the doggone (KKK) still stupidly marching & etc.. But not one time did I ever encounter this type of treatment from a police officer before. Not until now! with you. Then, after I said that, thats when he said;
Well! This Is Your Lucky Day! I'm Not Gonna Give You A Ticket For Not Walking On The Side Walk! How About That? Now How Do You Feel? Is That Alright?
I Looked At Him Like He Was A Damn-Fool! Cause If He Actually Thought I Was Okay With That Terrible Situation,. & To Not Get A raggedy Ticket! Just Because I Wasn't Walking On The Friggin Side Walk. But I did Say To Him, Why Didn't You (Stop) That White Lady That Passed By, Who Was Walking Her (Dog) Next To The Side Walk Too? I Bet She Didn't Get (SEARCHED) Either! Even if She Would have Been Stopped. And actually, I almost couldn't say anything else, because I was so damn out of it, as if I was in an instant (Zombie Trance!) & with my mouth kind of open, thinking to myself, saying in my mind, ( I-CAN-NOT-BELIEVE-THIS-S*****T ! ) I was like, Ohh Hell Nawl.., No This Cop Did Not Just Do This To Me! But, Ohh Yes He Did. And yes, The Officer Was White Too. And then, to top it off, that possibly racist police officer,
(DIDN'T EVEN RUN MY DAMN DRIVERS LICENSE!) Thru his computer Data Base, to make sure that I was, or wasn't, a "Real Wanted Criminal!" Who, That could have been on the run, from the Law! & Since he treated me as if I was a criminal anyway. So instead of checking my name through the data system for any possible warrants., He decided to say;
Uhh Ohh! I Gotta Call, & I Gotta Make A Pursuit Elsewhere! Have A Nice Day!
I was listening to the patrol radio, I heared dispatch too, & there was (NO-EMERGENCY) Pursuit Call coming from both, his walkie talkie, & the car radio dispatcher. So You Know I Was Fired-Up! & Angry As Heck! Or Like They Say, ( Mad-Az-Hell.) My Whole Day went Sour. That incident bothered me so much, so that same day, I called the damn police station to file a complaint with the (I.A.) Internal Affairs Dept. First., Before I filed with the (Citizens Review Borad.) Because They Have (Jurisdiction) Over The "Whole Police Force!" In Las Vegas, NV. Then, the following week, after I talked with a Detective Of The L.V.P.D. That Oficer, lied to Me! He said that he was going to personally come to my home & take my initial report in person. But instead of coming, he actually sent (2) regular uniformed patrol officers, just like the same officer who stopped me. Both of these (2) police officers came to my place to take my report, and to hopefully try (Intimidate-Me!) But that didn't happen, but I did try to play along for my safety, since I had no back up, at that time, with two of the accused officers buddies, in my "Damn Living Room!" So I was Cool, & they were too.
So after they took my report, & left. I immdeiately called the L.V.P.D. & left a message on that (I.A.) Detective's voice mail. I told him why the hell he sent this guy's friends to my damn home? And that I was still going to file against that officer, with the (C.R.B.) Of Las Vegas, NV. Which I did. And after more than (4) Long Hours, of them having a debating session during a private legal hearing, that me & the accused officer, both of us, were not even allowed to attend., On My Case! Which seemed kind of odd to me,. And thats when days later on, I received that particular letter up top, that you see up above in the photos.
So, It turned out to be not much of a Good Friday, that day, for me after all. It was definitely a "Bad Friday.," For Me. And this is some of the reasons why many people, innocent people, end up taking the damn law into their own hands! But Not Me! I Didn't Do That! I Am A "Law Abiding Citizen!" No Matter What. However, I believe that if this type of crap keep on happening, someday, somebody innocent, "Will-Crack!" & Seriously Start "Retaliating!" And Fighting The Law Enforcement Officers Right Back, Like Crazy. Because A Lot Of (People Really Are Getting Fed-Up!) & Sooner, Or Later, It's Gonna Damn Near End Up Seriously Being, A Real (American-Against-An-American-War!) Out There, In This Nation. But other than that, anyway, I'll still wait, for Justice to Prevail, someday. It's always a possibility, that it can, or will happen. Because, what
(Go's Around, Always Come's Around.) And for the record, I wasn't in no more of a high crime area, than the damn Vegas Strip! Or any other part of Las Vegas, as stated in the (C.R.B's) report. If anything, (All) Of Las Vegas Is A High Crime Area, No Matter What Part Of The City You're At., Thats Why The Whole Damn Place Is Called,. (SIN-CITY!) And Thats For A Damn Reason... And In The Photo Down Below, You'll See That I Was A Security Enforcement Officer That Actually Worked (With) Other (Metro L.V. Police Officers) In A Different Precint Or Other Territorial Area's Of L.V. Nevada. So This Particular Police Officer Not Only Didn't Know That, Or Know Me, But It Still Clearly Shows That He, The Police Officer Who Harassed Me, Is A (Racial-Profiler.) And One Year After That, I Had A Similar Incident That Occured With The Redondo Beach Police Department In Redondo Beach California. Eventually, This "Corrupt Wickedness", Will All Come To An End... _______________________________________________________________________________________________

I said, NO! And I don't believe I would have told him yes, just in case if I did have inside pockets attached to my underwear. I damn sure as hell didn't want him to make me get damn near naked out in the damn neighborhood street! So after he decided to go through my wallet, & pull out all my credit cards, drivers license, money, & business cards. Then he looked at the letter in my hands that I put on the hood of his patrol car, & saw that my story was legit, & that I did (NOT) have NO ILLEGAL Drugs, Or Weapons, or anything wrong or bad on me. Then, it seemed that he immediately lost interest in me., And he looked at my license, & saw that I was much older than he thought, so then after he saw that I was clean, with nothing out of place on my body. Then he pretended to take my license to his car's computer, as if he was going to run the data,. Then he said;

I said, ( WHAT ! ) You Gotta Be Friggin Kidding Me! I went on to say, You Mean, I went Through All Of That Searching Crap, Just Because I Didn't Walk Directly On The Damn Side Walk Man! Even Though, I Walked Next To It, Since Many Parts Have Cracks In It. And which is how I spranged my ankle before, when I was jogging one day. But anyway, then I said, but still, you put me thru all that "Torment," because of that??? & This is suppose to be Vegas? then he said;

I said, well I'm from the Deep South! where there is much Racism & Racial Profiling! But I have never, ever, gone thru this back home dealing with any police officer! And down South, we got the doggone (KKK) still stupidly marching & etc.. But not one time did I ever encounter this type of treatment from a police officer before. Not until now! with you. Then, after I said that, thats when he said;
Well! This Is Your Lucky Day! I'm Not Gonna Give You A Ticket For Not Walking On The Side Walk! How About That? Now How Do You Feel? Is That Alright?
I Looked At Him Like He Was A Damn-Fool! Cause If He Actually Thought I Was Okay With That Terrible Situation,. & To Not Get A raggedy Ticket! Just Because I Wasn't Walking On The Friggin Side Walk. But I did Say To Him, Why Didn't You (Stop) That White Lady That Passed By, Who Was Walking Her (Dog) Next To The Side Walk Too? I Bet She Didn't Get (SEARCHED) Either! Even if She Would have Been Stopped. And actually, I almost couldn't say anything else, because I was so damn out of it, as if I was in an instant (Zombie Trance!) & with my mouth kind of open, thinking to myself, saying in my mind, ( I-CAN-NOT-BELIEVE-THIS-S*****T ! ) I was like, Ohh Hell Nawl.., No This Cop Did Not Just Do This To Me! But, Ohh Yes He Did. And yes, The Officer Was White Too. And then, to top it off, that possibly racist police officer,
(DIDN'T EVEN RUN MY DAMN DRIVERS LICENSE!) Thru his computer Data Base, to make sure that I was, or wasn't, a "Real Wanted Criminal!" Who, That could have been on the run, from the Law! & Since he treated me as if I was a criminal anyway. So instead of checking my name through the data system for any possible warrants., He decided to say;
Uhh Ohh! I Gotta Call, & I Gotta Make A Pursuit Elsewhere! Have A Nice Day!
I was listening to the patrol radio, I heared dispatch too, & there was (NO-EMERGENCY) Pursuit Call coming from both, his walkie talkie, & the car radio dispatcher. So You Know I Was Fired-Up! & Angry As Heck! Or Like They Say, ( Mad-Az-Hell.) My Whole Day went Sour. That incident bothered me so much, so that same day, I called the damn police station to file a complaint with the (I.A.) Internal Affairs Dept. First., Before I filed with the (Citizens Review Borad.) Because They Have (Jurisdiction) Over The "Whole Police Force!" In Las Vegas, NV. Then, the following week, after I talked with a Detective Of The L.V.P.D. That Oficer, lied to Me! He said that he was going to personally come to my home & take my initial report in person. But instead of coming, he actually sent (2) regular uniformed patrol officers, just like the same officer who stopped me. Both of these (2) police officers came to my place to take my report, and to hopefully try (Intimidate-Me!) But that didn't happen, but I did try to play along for my safety, since I had no back up, at that time, with two of the accused officers buddies, in my "Damn Living Room!" So I was Cool, & they were too.
So after they took my report, & left. I immdeiately called the L.V.P.D. & left a message on that (I.A.) Detective's voice mail. I told him why the hell he sent this guy's friends to my damn home? And that I was still going to file against that officer, with the (C.R.B.) Of Las Vegas, NV. Which I did. And after more than (4) Long Hours, of them having a debating session during a private legal hearing, that me & the accused officer, both of us, were not even allowed to attend., On My Case! Which seemed kind of odd to me,. And thats when days later on, I received that particular letter up top, that you see up above in the photos.
So, It turned out to be not much of a Good Friday, that day, for me after all. It was definitely a "Bad Friday.," For Me. And this is some of the reasons why many people, innocent people, end up taking the damn law into their own hands! But Not Me! I Didn't Do That! I Am A "Law Abiding Citizen!" No Matter What. However, I believe that if this type of crap keep on happening, someday, somebody innocent, "Will-Crack!" & Seriously Start "Retaliating!" And Fighting The Law Enforcement Officers Right Back, Like Crazy. Because A Lot Of (People Really Are Getting Fed-Up!) & Sooner, Or Later, It's Gonna Damn Near End Up Seriously Being, A Real (American-Against-An-American-War!) Out There, In This Nation. But other than that, anyway, I'll still wait, for Justice to Prevail, someday. It's always a possibility, that it can, or will happen. Because, what
(Go's Around, Always Come's Around.) And for the record, I wasn't in no more of a high crime area, than the damn Vegas Strip! Or any other part of Las Vegas, as stated in the (C.R.B's) report. If anything, (All) Of Las Vegas Is A High Crime Area, No Matter What Part Of The City You're At., Thats Why The Whole Damn Place Is Called,. (SIN-CITY!) And Thats For A Damn Reason... And In The Photo Down Below, You'll See That I Was A Security Enforcement Officer That Actually Worked (With) Other (Metro L.V. Police Officers) In A Different Precint Or Other Territorial Area's Of L.V. Nevada. So This Particular Police Officer Not Only Didn't Know That, Or Know Me, But It Still Clearly Shows That He, The Police Officer Who Harassed Me, Is A (Racial-Profiler.) And One Year After That, I Had A Similar Incident That Occured With The Redondo Beach Police Department In Redondo Beach California. Unrest in Ferguson, Mo., After Police Shooting
Michael Brown, an unarmed black teenager, was shot and killed Saturday by a
police officer in Ferguson, Mo.
Five days after the death of Michael Brown, protesters continued to face off
with the police as more racially charged demonstrations gripped the streets of
Ferguson, Mo.
1) The Bundy Ranch Nevada:
On one hand, a large group of armed white men marched in a line of battle
while at least one civilian rifleman in a sniper’s perch trained his weapon at
Bureau of Land Management officials. In reaction, the government didn’t fire a
single round or canister of tear gas, and eventually retreated, conceding the
disputed ground to the Bundy militias. It’s important to note that the
protesters turned out in support of a man who refused to pay his taxes and
grazed his cattle without paying the accompanying fees. This man, Cliven Bundy,
and his supporters threatened secession and armed revolt against the United
States goverment.
2) Ferguson, Missouri:
On the other hand, (unarmed) Black American protesters in Ferguson, enraged
and grieving from the death of an (again) unarmed black man named Michael Brown
who was shot in the (back) by a police officer, have been confronted for several
days now by police in full military regalia. This time, the rifleman in the
sniper’s perch is a (police officer) — his scope aimed on the protesters.
In Ferguson, law enforcement is vastly overreacting in the face of peaceful
protesters, while at the Bundy Ranch, law enforcement vastly underreacted in the
face of armed secessionists and scofflaws.
So, I Guess I Rest My Case! You See Both Or All (4) Photos, And You Recognized Whats Wrong With Them. So You Say To Yourself, Who's Really Trained To Be An Officer Of The Law, Verses Who Should Not Even Be Allowed To Put On, Or Even "Touch", A Damn Police Uniform! In Short; I saw responses to the incident, but all those comments that those people wrote/said, was that they wouldn't have given their child an Uzi-Gun, just only a 32Cal. or 22Cal. I said Bull-S***t! A (Damn Gun), Is Still a damn gun! no matter how big or small it is. No excuses for stupidity on the adults behalf. firing range or not.
I know for a fact that no one, or atleast "NO" Adult should ever put a gun in any child's/kid's hands! Period. It doesn't matter about the excuse, or whatever the reason is. Because children have no need to know about shooting guns in the first place. Children are always "Influenced" by what they see adults do! That show they learn and grow up to be adults themselves. However, if the parents/legal guardian doesn't teach the kids correctly, then they will do what they see that's either wrong and/or bad. So the last thing grown-ups should teach kids about is how to (Kill) or how to shoot a gun that kills! So that's the facts. And this is how it starts, from childhood. I know from MY Own Experience too, because it almost happened to me too, when I was a child, or barely a teenager when my father put a gun in my hands. After the first shot, I damn near fell in love with the idea of power to kill/Hurt, just from the bullet of a gun. especially when I got into an argument as a young teenage boy, and the very first thing went through my mind was, (Oh), I got a gun up stairs! And "I'mma gona" go get it and shoot this kid that's the same age as me! Because I'm "Mad Now!" And my mother heard me and said boy, (No you aint!) & I'm gonna tell your father so he need to take that thing away from you before you mess around and kill somebody around here. So you see my point, most immature, and/or mature people with guns, want to or like to be able to shoot them! And especially when they are angry. So thankfully, I have long ago given guns up, and gotten so much over the idea, or the like of guns., I really dis-like guns now. In fact, I damn near hate to see them...

Ford’s New Police Cruisers Track Cops When They Break Traffic Laws
Ford’s newest line of police cruisers are designed to catch bad guys on both sides of the law.
Ford Telematics for Law Enforcement — designed by the automaker and California software firm Telogisis — is built into the company’s latest line of law enforcement Taurus and Explorer Interceptors, and tracks when officers bend the rules of the road while policing it.
The system tracks a swath of data about the driving habits of girls and boys in blue, including when the siren and lights are activated, driving speed compared to the limit, sudden braking, acceleration, spin-outs and anti-lock brake engagement. Telematics for Law Enforcement transmits the data in real-time, and has already been outfitted on 50 Los Angeles police cruisers.
“From a business standpoint, these are expensive vehicles with expensive employees driving them,” former L.A. Country sheriff and Washington State University Professor Bryan Vila said in a Wednesday Wired report. “When they crash, they’re also more likely to kill bystanders and civilians, so there’s a public safety side. I’ve been looking forward to seeing the LAPD implementing this.”
The system also knows when officers are using their seat belts and when their airbags have deployed in a crash, alerting dispatchers to send assistance. Ford’s new features are expected to encourage safer and more responsible driving among officers, who regularly skip wearing seatbelts because it gets in the way of other gear, and can slow them down when they need to exit vehicles fast, according to the report.
Ford has yet to disclose a price for the system, which should be widely available in 2015.

(Finally Some Start Or Form a Of Justice!)Looks like there's a slight bit of justice after all in this so-called great Country called America! I almost can't believe that recently a Grand Jury indicted a "Former" police officer. Actually, he was an Ex-Chief Of Police! But none current active officer to say the least. But atleast it was a slight relief to know that his wrongful death act on an "Un-Armed" older black man, wont go unpunished. Although I have (2) points in the matter that I have to illustrate, which is still a true factor, even if some people may not agree. But yet, it's still will prove to be logical sense regardless. (Reuters) - A white former police chief in Eutawville, South Carolina, has been indicted on a murder charge in the 2011 shooting death of an unarmed black man he was trying to arrest, according to records released on Thursday. The indictment of ex-chief Richard Combs came on Wednesday, the Orangeburg County Clerk of Court said, on the heels of decisions by grand juries in New York City and Missouri not to indict white police officers involved in deaths of unarmed black men this year. Combs fatally shot Eutawville resident Bernard Bailey, 54, in the town hall parking lot in May 2011 after they argued and scuffled over a traffic ticket previously issued to Bailey's daughter. Combs had already been indicted in August 2013 in connection with the shooting on a misconduct in office charge, with a grand jury finding that his use of deadly force was unjustified, according to court records. The former chief has argued he shot Bailey in self defense, but a judge recently rejected his "Stand Your Ground" claim in the earlier case. Wally Fayssoux, one of the lawyers representing Combs said Bailey put Combs in "an impossible situation," adding "he had no choice." A trial is tentatively schedule for January, he said. Solicitor David Pascoe, whose office is prosecuting the cases, declined to comment through a representative. Carl Grant, the Bailey family's lawyer, said they attended Combs' court hearing on Thursday, where a judge ordered a $150,000 bail. Grant said the prosecutor's office had indicated more than a year ago that it was considering a murder charge against Combs, which Bailey's family felt the case warranted. "The family was simply looking for some sense of justice that represents what actually happened, in their mind," Grant said. "This indictment for murder is not something the solicitor decided to do at the last minute or in light of today's media." The murder indictment against Combs was issued on the same day that a New York City grand jury opted not to bring charges against a white police officer in the chokehold death of an unarmed black man. He obviously was proved to be very unfit for the job as an officer of law enforcement... __________________________________________________________ Cleveland Cop In Toy Gun Killing Resigned From Previous Job After 'Dismal' Handgun Performance, According To Files. The Cleveland police officer under investigation for the fatal shooting of a 12-year-old boy last month resigned from his previous job as a police officer after his superiors determined he had emotional maturity issues, an inability to manage stress and “dismal” performance in firearms training, according to a 2012 personnel file made public Wednesday. Officer Tim Loehmann, who shot and killed Tamir Rice Nov. 22 outside a Cleveland recreation center, spent five months in 2012 working for the police department in Independence, Ohio, a suburb south of Cleveland. His brief tenure there was marked by a host of troubling performance deficiencies that culminated in a recommendation that his employment be terminated, according to the records released by the city of Independence in response to public records requests. In a letter dated Nov. 29, 2012, Independence Police Deputy Chief Jim Polak described Loehmann as “distracted and weepy” during a firearms qualification course the previous day. “He could not follow simple directions, could not communicate clear thoughts nor recollections, and his handgun performance was dismal,” Polak wrote in the letter to the city’s human resources director. “I am recommending he be released” from employment. “I do not believe time, nor training, will be able to change or correct these deficiencies,” he wrote. According to another report contained in the file, written by a police sergeant who supervised Loehmann, the young recruit attributed his problems to a breakup with his girlfriend. “He stated that his girlfriend broke up with him and he cried every morning for four months,” according to the documents. After being informed that he was facing termination, Loehmann submitted his resignation a few days later, citing “personal reasons” for his departure, according to the documents. Fifteen months later, in March of this year, Loehmann was hired by the Cleveland Police Department. A spokesperson for the department acknowledged in a written statement Wednesday that Cleveland Police detectives did not review Loehmann’s Independence Police Department personnel file during a background check. “Cleveland Police detectives, assigned to the personnel unit, interviewed the Human Resources Director for the City of Independence,” Cleveland Police Sgt. Ali Pillow wrote. “During that interview detectives inquired if there were any disciplinary actions or incidents that Cleveland Police should be aware of prior to hiring Loehmann , at which point they were told there were none. Loehmann had been on a brief administrative leave after the shooting last month. He is now out with an unspecified injury. On the day of the shooting, he had been dispatched in response to a 911 call reporting someone waving a gun around in the park outside the recreation center. Though the caller mentioned the possibility that the person may be a juvenile and the gun could be fake, that information was apparently not relayed to Loehmann and his partner. Video of the incident appears to show Rice waving around what appears to be a handgun. When the police vehicle arrives, the video appears to show Officer Loehmann exiting the passenger side while the car was still in motion and shooting Rice less than two seconds later. The police department has said that Rice was reaching for what appeared to be a weapon tucked in his waistband as the car approached. The gun was later determined to be a fake. So to wean out the potential "Psychotic", Power-hungry and Racist type! They have absolutely no right to be police officer's of the dog-gone law! And that's another reason why I admire the Philippines, and many other Countries, that train their academy prospects to be true professionals! They go thru a serious training session of 6 Months in the class, and another 6 more Months of training out in the field. And then they graduate to go to the streets. So here in The USA, the academy students (Only) have to go thru just 4 weeks, and sometimes 3 weeks of training that consists of both class, and on the field. And then Boom! They're out there on the streets ready to aim and fire! Of course, there are quite a few good level headed police officers that have the sense and maturity that it takes to be a hopeful professional law enforcement officer. But there are (Far) to many other ones who never should have been allowed on, or anywhere near the whole police force. |

Accused Seattle Campus Killer Allegedly Confessed How It Was ‘So Fun’ (ABC News)
Police have released videotape in which the accused gunman in the deadly June shooting at Seattle Pacific University not only allegedly confesses to pulling the trigger, but describes it as "fun" and says that he wishes he would have shot more people.
Paul Lee, 19, was killed and two other people were injured when Aaron R. Ybarra of Mountlake Terrace, Washington, allegedly opened fire on students in the university's engineering building June 5, a week before the end of the school year.
On the tape, he allegedly described taking that first shot as "fun."
"You're like, 'I can't believe I'm doing this.' But once you do it, you're like, 'Oh, my God. It's so fun,'" he said.
As Ybarra stopped to reload a shotgun, authorities said, senior Jon Meis tackled him and pepper-sprayed him. Meis, a teaching assistant at the school, had been doubling as a security desk monitor that day.
In the taped confession, taken in police headquarters the same day as the shootings and for more than an hour long, Ybarra, now 27, allegedly shared the motive with authorities.
"I just felt nothing but hate -- 100 percent hatred -- towards the world, towards everyone," he allegedly said in the videotape, which was released Tuesday. "I didn't even feel remorse for what I was about to do."
Ybarra, who has pleaded not guilty to first-degree murder, allegedly told detectives that he felt the whole world was against him and that he'd started living in a fantasy world.
"I was lonely growing up. I felt like I started to become psychotic or something," he allegedly said.
He said that he'd stopped taken medication prescribed to him for obsessive-compulsive disorder and transient psychosis and that he'd also stopped going to counseling.

Accused Seattle Campus Killer Allegedly Confessed How It Was ‘So Fun’ (ABC News)
Police have released videotape in which the accused gunman in the deadly June shooting at Seattle Pacific University not only allegedly confesses to pulling the trigger, but describes it as "fun" and says that he wishes he would have shot more people.
Paul Lee, 19, was killed and two other people were injured when Aaron R. Ybarra of Mountlake Terrace, Washington, allegedly opened fire on students in the university's engineering building June 5, a week before the end of the school year.
On the tape, he allegedly described taking that first shot as "fun."
"You're like, 'I can't believe I'm doing this.' But once you do it, you're like, 'Oh, my God. It's so fun,'" he said.
As Ybarra stopped to reload a shotgun, authorities said, senior Jon Meis tackled him and pepper-sprayed him. Meis, a teaching assistant at the school, had been doubling as a security desk monitor that day.
In the taped confession, taken in police headquarters the same day as the shootings and for more than an hour long, Ybarra, now 27, allegedly shared the motive with authorities.
"I just felt nothing but hate -- 100 percent hatred -- towards the world, towards everyone," he allegedly said in the videotape, which was released Tuesday. "I didn't even feel remorse for what I was about to do."
Ybarra, who has pleaded not guilty to first-degree murder, allegedly told detectives that he felt the whole world was against him and that he'd started living in a fantasy world.
"I was lonely growing up. I felt like I started to become psychotic or something," he allegedly said.
He said that he'd stopped taken medication prescribed to him for obsessive-compulsive disorder and transient psychosis and that he'd also stopped going to counseling.

The head of the Sergeants Benevolent Association on Monday night slammed the city’s record-breaking $5.9 million settlement with the family of police chokehold victim Eric Garner as “obscene” and “shameful.”
“Where is the justice for New York taxpayers? Where is the consistency in the civil system?” Ed Mullins asked.
A jury would have awarded a lower dollar figure based on “neither politics nor emotion,” he said.
“In my view, the city has chosen to abandon its fiscal responsibility to all of its citizens and genuflect to the select few who curry favor with the city government,” Mullins told The Post.
“Mr. Garner’s family should not be rewarded simply because he repeatedly chose to break the law and resist arrest.”
In announcing the settlement — the largest ever for a wrongful-death case against an NYPD officer — city Comptroller Scott Stringer stressed the “extraordinary impact” the Staten Islander’s death had on the entire country.

“Hopefully, the Garner family can find some peace and finality from today’s settlement,” Mayor Bill de Blasio said Monday night.The settlement eclipsed other high-profile wrongful-death payouts by the city, including $3 million for the family of Amadou Diallo and $3.9 million for the family of Ramarley Graham.

The generation of state and city revenue via Kafkaesque civil and municipal violations is perhaps most apparent in the application of parking tickets, whereby inscrutable, sometimes illegible street signs make well-intentioned motorists increasingly susceptible to fines.
In the city of Los Angeles alone, fine revenue has increased 50% since 2003 and is expected to reach $180 million by 2018. In recent years, many online social media movements have surged in response to this transparently fraudulent urban taxation, with many citizens demanding their local city governments take action against cops filling their ticket “quotas.”
A new bill introduced by Representative Emanuel Cleaver of Missouri may soon push the movement forward. In the wake of the Department of Justice report regarding the police brutality and resulting riots in Ferguson, Missouri, Cleaver wants such unjust ‘policing for profit’ tactics to be considered federal civil liberty violations.
Calling the bill The Fair Justice Act, Cleaver wants any police officer charged with enforcing criminal or traffic laws for the sole purpose of raising revenue to face prison time — for up to five years!

“What we saw was that the Ferguson Police Department, in conjunction with the municipality, saw traffic stops, arrests, tickets as a revenue generator, as opposed to serving the community,” the President said. “And that it systematically was biased against African Americans.”
Do you think such a maneuver can withstand the grinding inequities of our legal system? Considering the recent difficulties in getting district attorneys to even prosecute cases of clear police brutality, it’s hard to be optimistic ‘policing for profit’ tickets will be yielding disciplinary action any time soon. But perhaps lawmakers like Cleaver can at least help bring the issue into the limelight.

In addition, the applicant must submit certifications issued by appropriate authorities attesting, among others, that he or she has not been convicted of any crime involving moral turpitude; passed the psychiatric test administered by a Philippine National Police-accredited psychologist or psychiatrist; passed the drug test conducted by an accredited and authorized drug testing laboratory or clinic; and passed a gun safety seminar administered by the PNP or a registered and authorized gun club. The other requirement is that the applicant should not have been convicted, or is currently an accused, in a pending criminal case for a crime punishable with a penalty of more than two years.

The applicant must also pay the reasonable gun licensing fees.
Provision for carrying firearms outside of residence or place of business and gun owners must have a permit to carry (PTC) firearms.
A qualified person may apply for a PTC if he or she is under actual threat or is in imminent danger due to the nature of his or her profession, occupation or business.
The law specifies professionals who are considered to be in imminent danger due to the nature of their profession, occupation or business.
They include lawyers or members of the Philippine Bar, certified public accountants, accredited media practitioners, cashiers, bank tellers, priests, ministers, rabbis and imams, physicians, nurses, and engineers.
Businessmen who, by nature of their business or undertaking, are exposed to the high risk of being targets of criminal elements are also allowed to apply for PTC.
Section 10 of Republic Act 10591 also specifies the firearms that may be registered, Valte said. Only small firearms may be registered by licensed citizens or licensed juridical entities for ownership, possession and concealed carrying.
A light weapon shall be lawfully acquired or possessed exclusively by the Armed Forces of the Philippines, the PNP and other law enforcement agencies authorized by the president in the performance of their duties. All firearms must be registered with the PNP.
Firearms for use in sports and competitions also require licensing.
Firearm and ammunition manufacturers must also apply for licenses, Valte said.
Both locally manufactured and imported firearms must also be registered as mandated by the new law.
Gun stores are also required to have a license based on the new law for the purchase and sale of guns, as well as general business in handling firearms and ammunitions.
Gunsmiths must also apply for a license for them to repair registered firearms.
